- 01Regulation (EU) 2024/1689 — the EU AI Act — entered into force on 1 August 2024 under a phased implementation timetable. General-purpose AI model obligations applied from August 2025; the main high-risk AI system obligations take effect 2 August 2026 for standalone systems, with a further extension to December 2027 granted by the Digital Omnibus adopted in June 2026. For AI embedded in safety-regulated products such as medical devices or machinery, the deadline extends to August 2028. Despite this extended runway, the compliance infrastructure that enterprises depend upon — harmonised standards, designated national competent authorities, operational regulatory sandboxes, and notified bodies — remains critically absent or severely delayed across the EU.
- 02Across 50 benchmarked regulated enterprises spanning banking, insurance, healthcare, manufacturing, and the public sector, median readiness stands at just 38% — well below the approximately 70% threshold that supervisors are likely to treat as audit-survivable. The overarching AI Compliance Readiness Index for Q2 2026 registers a stark 30.4 out of 100. Seventy-four percent of organisations have no designated AI compliance owner, and only 45% maintain a systematic AI inventory — meaning the majority cannot yet determine which of their systems are high-risk. The business consequences of these gaps are not merely administrative: supervised enterprises in banking, healthcare, and employment face sector-specific regulatory scrutiny in which an absence of documented compliance is itself an adverse finding, triggering mandatory remediation obligations, increased operational friction, and reputational damage with boards, investors, and regulators alike. Budget-holders who defer investment now face a materially higher remediation cost curve than those who act before the deadline.
