Spending on AI governance has more than doubled as a share of the average enterprise AI budget, rising from 3-5% in 2024 to 8-12% today. This defensive spending is a rational response to a complex risk landscape, where 47 countries have introduced AI legislation and CFOs cite the tension between rapid deployment and risk management as a primary concern. The market for dedicated AI governance platforms is expanding rapidly, projected to reach nearly half a billion dollars in 2026 as firms allocate significant, recurring budgets to monitoring and compliance.
  2. 02Despite this spending boom, a critical paradox has emerged: investment is not translating into maturity. The average enterprise maturity score remains a low 2.1 out of 5, with 73% of organizations still operating with ad-hoc governance. This report finds that capital is being misallocated because foundational pillars are missing. Immature governance structures, a severe talent deficit, and broken pilot-to-production processes are neutralizing budget increases. This creates a dangerous perception-reality gap, where firms believe they are prepared for audits but lack the underlying capabilities, leaving them exposed to project failure, financial penalties, and reputational damage.
