01The brief
Executive summary.
- 01While AI adoption is high across the financial services industry, with 63% of employees using it weekly, governance frameworks are failing to keep pace. An alarming 87% of banks have yet to achieve an optimized level of AI governance maturity, with 10% operating in a state that is effectively ad hoc. This gap between rapid technological adoption and lagging oversight, compounded by a lack of clear senior accountability, presents significant and escalating operational and compliance risk for all financial institutions.
- 02This internal governance deficit is on a collision course with a rapidly hardening regulatory environment. The EU's comprehensive AI Act, with key provisions taking effect in 2026, represents a new global benchmark. However, enterprise readiness for this regulation is dangerously low, with a median readiness score of just 38%. For a majority of firms, this trajectory points toward a near-certainty of 'auditable non-compliance,' which will trigger supervisory findings and necessitate costly, reactive remediation programs. The lack of clear executive ownership for AI risk, a reality in over a third of banks, critically undermines the ability to prepare for these deadlines.
- 03The onus is now firmly on individual firms to understand and mitigate the inherent risks of AI, regardless of the fragmented global regulatory landscape. Proactive investment in robust governance is no longer a strategic choice but a defensive necessity. This report details the critical gaps in accountability, third-party risk management, and model oversight, providing budget-holders with a data-driven framework for prioritizing the investments required to navigate the imminent regulatory and operational challenges.
